Recreational fishing in Portugal requires a licence from the ICNF. The annual licence is affordable and can be obtained online via the ICNF portal or at fishing tackle shops. Protected zones and closed seasons vary — always check local regulations before fishing.

Shore / Beach — surfcasting on sandy beaches. Rock — bottom rigs on rocky headlands. Boat — big game and jigging offshore. Ria & Estuary — calm waters and diverse species. River — seasonal migratory species.

Who Is It For?

Beginners → Ria Formosa or Ria de Aveiro, calm waters and accessible species. Intermediate → Sines coast (surfcasting) or Portimão by boat. Experienced → Sagres (rock) or Azores (offshore big game).

Licences & Rules

Know the legal requirements before heading out — in Portugal, recreational fishing requires a valid licence for any method.

Recreational Fishing Licence

Issuing authority: ICNF — Institute for Nature Conservation and Forests. Obtained online via the ICNF portal or at fishing tackle shops.
Types: General annual licence, freshwater fishing licence and boat fishing licence — each with specific requirements.
Affordable cost: The annual licence for maritime recreational fishing is low-cost. Under-16s and over-65s are exempt in some categories.
Validity: Annual, 1 January to 31 December. Renewal available online before each new season.

Essential Rules

Closed seasons: Some species have seasonal protection periods — shad, lamprey and lobster have clearly defined catch restrictions by law.
Minimum sizes: Each species has a legal minimum catch size. Fish below the minimum must be returned to the sea in good condition.
Protected zones: Natural parks such as Ria Formosa, Arrábida and the southwest coast have specific regulations — check before fishing.
Hook limits: Shore recreational fishing allows up to 3 hooks per line. Boat fishing has its own rules depending on the zone.
